Default map settings per campaign#290

As a DM, I want to setup map settings once and have them always apply for each map, so that I can avoid having to set them up when I create a new map.

A map created under a campaign should inherit the campaign’s default settings (e.g. combat settings, map tags), but also be able to override those if needed.
